

The removal of existing breaks in the median resulting in loss of right turn access at a number of local streets along the Proposal.Improved average travel speeds by about 34 per cent in 2028, about 31 per cent in 2038 and by about 27 per cent in 2048.By 2038, additional planned network changes and proposed urban renewal are forecast to further increase peak period traffic demands.

Traffic modelling shows that peak period traffic demand along the Proposal would increase by between two and ten per cent (depending on location and peak) by 2028, resulting in average speeds across the network reducing by 34 per cent in peak periods. Grey Mangrove low closed forest (PCT 1747) has a cover of saltmarsh species >50% and therefore constitutes Subtropical and Temperate Coastal Saltmarsh (vulnerable EPBC Act and protected FM Act) Saltmarsh Estuarine Complex (PCT 1746) (endangered BC Act, vulnerable EPBC Act and protected FM Act) Phragmites australis and Typha orientalis coastal freshwater wetlands of the Sydney Basin Bioregion (PCT 1071) (endangered BC Act) Swamp Oak swamp forest fringing estuaries, Sydney Basin Bioregion and South East Corner Bioregion (PCT 1234) (endangered BC Act) Two of these PCTs also fulfill the requirements for one of the TECs listed under the Environment Protection Biodiversity Conservation Act 1999 (EPBC Act), and two of the PCTs are also protected wetland saline community species listed under the Fisheries Management Act 1994 (FM Act). The proposal would require the removal of 3.82 hectares within the REF area of native vegetation including three plant community types (PCTs) that are considered to be threatened ecological communities (TEC) under the Biodiversity Conservation Act 2016 (BC Act).
